Supervision Exercised
- The incumbent will supervise the part-time Waste/Recycling Lead Hand and Waste Operations and Recycling Hauler to ensure that everyone works in an effective and safe environment.
Responsibilities:
- Assist the PWM preparing the annual municipal budget, tracking asset management needs and accomplishments, establishing and reporting level of service, and capital planning.
- As directed, prepare and evaluate tenders and proposals, administer contracts and agreements, and provide inspection services for the Public Works Department.
- Complete civic addressing as directed by the PWM, in compliance with Township policy.
- Keeps accurate records of road and infrastructure inventory data, including updating Road Needs Studies and Bridge Records to track work completed and to present all records and reports to the PWM on a regular basis.
- Attention to detail and accuracy is required as errors in information presented can impact the quality of Council decision-making and may also affect the image and liability of the Township.
- Provide assistance to the public regarding simple and straight-forward enquiries of a general nature and referring all complex inquiries to the PWM in a timely and efficient manner in accordance with policies.
- Responsible for providing confidential assistance and support to the PWM.
- Review and draft responses to public concerns for review by the PWM and support the CAO with the review of confidential complaints as requested.
- Assist the PWM with administering the work of outside contractors, consultants and the trades, and report on project status considering certification of completion requirements.
- Monitor and report on warranty provisions and performance as directed by the PWM and / or the CAO.
- Complete Municipal 511 updates and / or provide the required information to the Public Works Administrative Assistant (PWAA). Liaison with other Departments regarding 511 protocols, work activities and traffic impacts.
- Draft Administrative Reports to Council for review by the PWM and CAO, and present to Council as directed.
- As directed, deliver modernization initiatives for the Public Works and Waste / Recycling programs and remain up to date regarding available technologies.
- Provide updates/reports to keep the PWM informed of activities, and the progress of projects, plans, priorities and work schedules.
- In cooperation with the PWM and PWF, keeps reports of road maintenance activity and capital works, including bridges and culverts, investigates problem areas and works with the PWF to ensure scheduled work is completed in accordance with level of service requirements.
- Assists in updating roads inventory data as requested by the PWM, with support from the PWF and other staff.
- Assist the PWM with the implementation of Producer Responsibility initiatives and transition for the Township’s waste and recycling programs.
- In the absence of the PWM, performs coding and investigation of public works purchasing, including the processing of invoices for payments and obtaining competitive price quotations, in a timely manner.
- Training, scheduling and completing performance evaluations for assigned employees in accordance with established policies, by-laws and procedures of the municipal Council.
- Ensures all equipment, vehicles and tools are maintained by Waste & Recycling Employees and schedules repairs with the mechanic, promptly to eliminate breakdown and safety hazards and to ensure a maximum lifetime.
- Ensures that all the work places are maintained and kept in good repair.
- Ensures assigned Employees are advised and updated on policies and procedures through regular staff meetings (minutes shall be kept) and that the PWM is apprised of these meetings.
- May be required to work overtime and at unusual hours to handle emergency situations, which may be in poor weather conditions.
- Attends Council and Committee meetings if required by the PWM and/or the CAO.
- Shall keep the PWM abreast of their hours of work and availability.
- To assist all Employees, shall ensure that the Intranet Calendar as the Township’s daily log (inter-office computer) is kept up to date, noting all appointments and days not available.
- Perform other related duties and responsibilities as may from time to time be assigned by By-law or Resolution of Council, or by the CAO and/or PWM.

Qualifications:
- Post-Secondary education focused on public works and waste management programs or equivalent education and experience.
- Preference will be given to a Professional Engineer licensed in the Province of Ontario/ Certified Engineering Technologist (CET) and/or a candidate with a minimum of 3 years relevant experience with general knowledge of road design, maintenance, construction, contract preparation and administration, record management, report writing and asset management.
- Knowledge of safety procedures so that work can be carried out in a safe manner.
- Knowledge of the Municipality and surrounding areas would be an asset.
- Supervisory experience would be an asset.
- Good interpersonal skills and knowledge of conflict resolution techniques.
- Experience in developing and monitoring annual plans, objectives and budgetary controls and contributing to strategic planning to ensure alignment with the Township’s Strategic Plan.
- Demonstrated ability to supervise staff and maintain discipline.
- Excellent leadership (ability to develop leaders and talent in the Organization), management, organizational and public relation skills and accuracy.
- Expertise in computer operations within an Office 365 environment. A comprehensive understanding of word processing, spreadsheet management, presentation software, and email applications. Proven capability to proficiently handle computer-based tasks including data entry, along with adeptness in utilizing relevant software applications. Experience with PSD CityWide would be an asset.
- Demonstrated ability to work independently in a team setting, and with other co-workers for the purpose of sharing information to complete work assignments and be able to establish effective working relationships with others.
- Demonstrated ability to be reliable, mature, courteous, and have the ability to deal effectively, courteously and tactfully with other personnel, general public, all employees (including Volunteers) and outside agencies.
- Shall hold and maintain a valid driver’s license(s).used skills and technology.
