Primary Duties
The Subforeperson, Water/Wastewater Systems Operations oversees a team of assigned Operators and provides operational guidance as it affects day to day activities. They will coordinate tasks and provide instruction and guidance for the maintenance and operations of water and sewer utility services, ensuring adherence to applicable legislation, guidelines, policies and standards.
Key Responsibilities:
• Assign, plan, coordinate and provide operational oversight for an assigned team of Operators.
• Troubleshoot underground infrastructure and system operation issues.
• Ensure Operators complete operational and maintenance activities consistent with applicable laws, regulations, rules, standards and company policies and procedures.
• Prepare and assign work packages for assigned contractors and monitor activities to ensure they are consistent with requirements.
• Communicate with various stakeholders regarding drinking water and wastewater collection system issues.
• Create, review and implement RFL documents for field work to be completed.
• Define areas and scope for emergency locates as required.
• Facilitate safety talks, job planning and tailboard conferences to ensure safe and efficient work activities.
• Review new and amended legislation and assist with the development and implementation of changes to internal processes and procedures to maintain compliance.
• Act as an OIC and ORO as required and consistent with regulatory requirements.
• Assist in the development, implementation and upkeep of maintenance programs.
• Visit various sites to collect data to troubleshoot issues or support field studies.
• Ensure equipment is properly monitored and maintained and make operational adjustments as required.
• Comply with all health and safety requirements, maintain a safe work environment, report hazards and promote a culture of safety in the workplace.
Education, Certification and Other Qualifications Required
• Advanced knowledge and ability to operate various heavy equipment used in daily operations to maintain and make repairs to the water and wastewater system
• Advanced knowledge and understanding of the operations and maintenance of water distribution and wastewater collection
• Advance proficiency navigating ARC GIS
• Intermediate knowledge of various Water/Wastewater Regulations, Acts and Standards Work
• Protection Code and the Drinking Water QMS
• Intermediate organization, scheduling and work planning skills
• Intermediate leadership and coaching skills
• Intermediate verbal and written communication skills and the ability to interact with various stakeholders
• Intermediate ability to read blueprints, drawings and GIS maps
• Intermediate knowledge of emergency preparedness requirements
• Intermediate knowledge of Occupational Health and Safety requirements as it relates to individual, organizational and operational requirements
• Intermediate MS365 skills
• Basic knowledge of contract and budget management
Qualifications:
• 5 years’ experience as an Operator in a water distribution/wastewater collection system
• Class 3 or 4 Water Distribution Operator Certificate & Class 3 Wastewater Collection Operator Certificate
• Class DZ drivers’ license
Special Working Conditions/Conditions of Employment
• The successful candidate will be required to provide a criminal record satisfactory to Utilities Kingston at their own expense.
• A satisfactory MTO Driver’s Check will also be conducted as a condition of employment.
• Possessing and maintaining a valid DZ driver’s license.
• Rotational on-call and the ability to work overtime as required.
•The successful candidate will be placed on a rotational ORO standby list.
• Providing coverage for all other Subforeperson roles and the Supervisor as assigned, as well as working with and assisting the Supervisor with operational responsibilities.
• Rotational shift work schedule required.
