Primary Duties:

The Financial Analyst is responsible for accounting activities for gas, sewer, water, electric and fibre utilities including internal and external reporting requirements. The incumbent prepares, examines and interprets both operating and capital accounting records, financial statements and other financial reports to assess accuracy, completeness and conformance to reporting and procedural standards. They ensure work is completed in compliance with applicable standards, rules, regulations and systems of internal control.

Major Responsibilities:

  • Review operating expenses against budget and prior year results for each utility identifying and analyzing variances.
  • Perform monthly analysis on distribution revenue, comparing year over year and to budget. Complete revenue analysis by customer and service type.
  • Prepare operating and capital accounting records and financial statements ensuring conformance to reporting and procedural standards.
  • Monitor and collect data to assess accuracy and ensure compliance with applicable standards, rules, regulations and systems of internal control.
  • Prepare documents and analysis for financial and regulatory audits.
  • Prepare budgets and respond to management inquiries as requested.
  • Allocate costs booked to appropriate utility accounts.
  • Reconcile accounts and prepare remittances.
  • Assist users across the organization with invoice coding and financial analysis for decision making.
  • Review, document and streamline financial processes for process improvement.
  • Other duties as required related to accounting, financial analysis, and reporting.

Education, Certification and Other Qualifications Required:

  • Advanced MS Excel skills
  • Advanced analytical skills and organizational skills
  • Advanced ability to apply business analysis techniques to complex projects
  • Advanced analytical skills and organizational skills
  • Advanced interpersonal and communication skills, both verbal and written
  • Advanced ability to work independently and with a high degree of accuracy

Knowledge:

  • Advanced knowledge and understanding of International Financial Reporting Standards (IFRS).
  • Intermediate knowledge and understanding of the specialized regulatory accounting framework as outlined in the Ontario Energy Board’s Accounting Procedures Handbook
  • Basic knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements

Experience:

  • Post-secondary diploma or degree in Business Administration or related field.
  • CPA designation an asset
  • Minimum 3-5 years’ accounting experience performing financial analysis
  • Class G drivers’ licence
