Primary Duties:

The Supervisor, Design & Contract Administration provides leadership and oversight for the planning, design, and delivery of capital projects. The incumbent will focus on maintaining and advancing water, sewer, and gas design standards to ensure alignment with industry best practices. They will lead the development and management of project designs, oversee construction contract administration, and guide procurement and project management activities to support consistent, high quality execution across all projects.

Major Responsibilities:

  • Provide oversight and leadership to the team responsible for the delivery of capital projects.
  • Manage and coordinate the design and construction team’s work plan, including assigning tasks and ensuring the use of appropriate methods, procedures and resources to meet established objectives.
  • Lead the design of water and sewer infrastructure projects while coordinating with related projects including natural gas, electric, road and storm sewer works.
  • Ensure capital construction projects adhere to effective project management principles.
  • Manage and contribute to the preparation of complex engineering studies and reports related to public works, utilities, and capital improvement projects while overseeing coordination with City Departments, external agencies, consultants, developers and the public.
  • Ensure designs, technical reports and briefings are completed for the construction, repair and rehabilitation of utility infrastructure.
  • Work closely with Utilities Engineering team to ensure the effective and efficient hand over and implementation of capital projects from inception to completion.
  • Ensure design standards for water, sewer and gas infrastructure design are maintained and consistent with industry standards and best practices.
  • Maintain up-to-date knowledge and expertise in government and external agency approval and permitting processes to support the preparation and submission of required applications.
  • Maintain and update contract documents, provisions and specifications to meet project requirements and remain aligned with industry standards and best practices.
  • Assist the preparation of technical and legal documents for the procurement of engineering services, oversee the development of RFx’s and manage the procurement process from issuance through to the evaluation and recommendation of contract awards.
  • Provide oversight and guidance to ensure all design work and development proposals meet applicable engineering standards, codes and regulations and support internal stakeholders with regulatory interpretation, quality assurance and technical issue resolution.
  • Provide oversight of contract administration including payment processing and budget management throughout the lifecycle of capital projects.

Education, Certification and Other Qualifications Required:

  • Bachelor’s degree in Engineering (Civil, Environmental, Water Resources) and P.Eng preferred, candidates with a college diploma and C.E.T. will be considered where supported by substantial related experience and demonstrated competencies
  • PMP an asset
  • 5-8 years’ experience in municipal infrastructure design, construction and contract administration
  • Class G drivers’ licence

Knowledge, Skills & Abilities:

  • Advanced ability to collaborate, gain consensus and foster change
  • Advanced written and verbal communication skills with the ability to simplify complex engineering information and prepare clear reports and presentations
  • Demonstrated ability to develop designs for utility upgrades and replacement projects including stamping and sealing of drawings
  • Intermediate project management skills
  • Intermediate O365 skills
  • Advanced knowledge of design standards and guidelines i.e. MECP (W/WW, Z662)
  • Advanced knowledge of the Construction Act
  • Intermediate knowledge of various contract types including CCDC and OPS
  • Intermediate knowledge of various procurement processes and methods
  • Intermediate knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements
  • Basic knowledge of the Employment Standards Act
