Position Summary

The Senior Systems Analyst (SSA) at Kingston Fire and Rescue (KFR) plays a vital role in ensuring the smooth operation and optimization of our technology systems.

 Reporting to the Manager of Systems Development in Information Systems & Technology (IS&T), the SSA is responsible for analyzing our current systems, identifying areas for improvement, and implementing solutions to enhance efficiency and effectiveness. 

The SSA will work closely with KFR, IS&T staff, and vendors to develop plans and procedures to ensure the reliability and availability of the KFR technical infrastructure. Their expertise in systems analysis, project management, and technical problem-solving will contribute to the overall success of our organization's mission to protect and serve the community.


System Analysis and Improvement:

  • Conduct thorough analysis of existing systems, processes, and workflows to identify areas of improvement and optimization.
  • Collaborate with stakeholders to gather requirements and define project objectives.
  • Develop comprehensive plans for system enhancements, upgrades, or replacements, considering feasibility, cost-effectiveness, and impact on operations.
  • Implement and oversee changes to systems, ensuring seamless integration, minimal disruption, and user acceptance.
  • Work with stakeholders to develop Key Performance Indicators (KPIs), and analytics to improve performance and support accreditation activities.

Project Management:

  • Lead and manage projects related to system upgrades, implementations, and process improvements.
  • Develop project plans, timelines, and milestones, ensuring adherence to deadlines and budget constraints.
  • Coordinate with cross-functional teams, including IT staff, department heads, and external vendors, to ensure project success.
  • Monitor project progress, identify and mitigate risks, and provide regular updates to stakeholders.

Technical Support and Troubleshooting:

  • Provide advanced technical support and co-ordinate troubleshooting for complex system issues and incidents.
  • Investigate and diagnose problems, working closely with end-users and IT teams to identify root causes and implement effective solutions.
  • Stay up to date with emerging technologies and industry trends, evaluating their potential impact and relevance to the organization.
  • Work with Kingston Fire to develop and deliver training programs to enhance end-users' understanding and proficiency in utilizing technology systems.

Documentation and Reporting:

  • Create and maintain accurate documentation, including system configurations and support documentation.
  • Generate reports and analytics to measure performance, identify trends, and make informed recommendations for continuous improvement.
  • Collaborate with the IT team to ensure proper documentation and version control of system changes and upgrades.
  • Other duties as assigned.

Qualifications, Competencies

  • 3-year Degree/Diploma in Computer Science, Information Systems or related field. A relevant combination of education and experience may be considered.
  • Minimum 5+ years of proven experience as a Systems Analyst or similar role, preferably in a public safety or emergency services environment, including minimum 3 years as a Project Manager or technical project lead.
  • Professional certifications such as CBAP, PMP, or ITIL are highly desirable.
  • Must demonstrate Corporate Competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Skills, Abilities, Work Demands

  • Strong knowledge of systems analysis methodologies, project management principles, and software development lifecycles.
  • Proficiency in performing system and data analysis, including requirements gathering, process mapping, and gap analysis.
  • Experience with implementing and supporting enterprise-level systems, such as computer-aided dispatch (CAD), records management systems (RMS).
  • Knowledge and experience with geographic information systems (GIS).
  • Solid understanding of database management systems, networking concepts, and IT infrastructure components.
  • Excellent problem-solving and troubleshooting skills, with the ability to think critically and provide innovative solutions.
  • Effective communication skills, both verbal and written, with the ability to convey technical information to non-technical stakeholders.
  • Strong organizational skills and ability to manage multiple projects simultaneously.
  • Valid class “G” driver’s licence.
  • Required to obtain and maintain a satisfactory criminal record check.
